Canonically Wilson is the one who freed Maxwell and took the throne after him, as we see in ‘A New Reign’, before Charlie releases him.
It’s the Throne/Them that turn them all birdy, since this AU’s version of Them is of an Avian nature.
Wilson sat on the Throne and got turned.
